Overview:
Kleptomaniac Dorothy Lyons is paroled from prison into the custody of her sister June, secretary to "reform" politician Frank Jansen. Ben Grace, associate of crime boss Sol "Solly" Caspar, sees this as a way to smear Jansen's campaign.
